The three-storey concrete FLFSPS building is of a good size and layout for HKGDA to set up the Guide Dogs Academy without having to conduct much structural alteration. Also, the outdoor space allows shared use for guide dog training and touring activities for visitors, maximizing the use of space.

A number of functions are to be served: breeding of guide dogs; service dog training and testing; provision of social services using service dogs including overnight accommodation for people in training, exhibition and public education.

The historical and architectural significance of the site will be brought out to the community at large in the following ways:

• The Academy, positioned as a training and educational center, will attract the traffic of visitors from different backgrounds (including students, the general public, service users, trainers and dog handlers, and tourists), and they will become the natural audience of the revitalized heritage. This can be made possible by organizing a structured guided tour for visitors, which combines an induction by heritage guides, as well as an induction by HKGDA. The former will show visitors the architecture and the various functional structures in the building, and tell relevant stories. The latter will present how a guide dog /service dog would be bred and trained, and work on services here in the Academy. 

• Specific structures will remain intact so as to illustrate the characteristics of the historic architecture and tell the story of the usage in a vivid and dynamic manner. These include the screen walls, former Cell Room, Armory, Loading and Unloading Area for Guns and the security features etc.

• Interactive and visual aids, including websites, videos, and exhibition panels, are produced to provide relevant information to visitors.
